No, Judges do not make laws as similar as it is thought by most individuals on interpreting law. It is the legislative branch which also receives support from the executive branch at the state or federal level which is responsible in making law. Basically, what happens is that the legislature passes bills which the governor can sign or may not sign. On the other hand, similar things do occur with the Congress as well as the United States President. Thus, it can be said herein that, Judges are trier of facts accumulated (Easterbrook, 1984).
